RALLY for Democracy and Progress (RDP) Member of Parliament Peter Naholo yesterday proposed that former ministers of education be charged "with poor performance, or gross negligence" for failing to implement the policy of free education.
"Those individuals who served before as ministers of education must be charged either with poor performance, incompetence or gross negligence in the application of the Namibian Constitution," Naholo said in the National Assembly yesterday.
Former education ministers include current Defence Minister Nahas Angula, Agriculture Minister John Mutorwa and the Swapo secretary general, Nangolo Mbumba.
The late Education Minister Abraham Iyambo implemented free education at primary schools this year as stipulated in the Constitution. Stationery and books are currently distributed to primary school pupils for free.
"They must be made to admit guilt and accept responsibility for their own actions without fear or favour," Naholo said.
He also demanded that the government be "bold enough" to pay back all the money it has been "cheating" out of parents for the past 22 years.
Naholo tabled a motion yesterday proposing a register of all professionally qualified Namibians.
"In my party we have so many members with master's degrees wandering up and down the streets in search of employment which they cannot get, just because they have left Swapo," he said.
"At the moment nobody knows the exact number of professionally qualified, educated Namibians," Naholo added.
"In fact, we do not even know where they are employed in case we want to consult them. Ever since these people graduated there has been no attempt to gather them together and combine or create a 'knowledge base' that can be used to steer our country forward," he charged.
He recommended that the Office of the Prime Minister compile a detailed list of all graduates Namibia has produced so far, and where they are, and reveal the names to Parliament "as soon as possible".
